A little time with a file and emery cloth made a difference. But again, you get what you pay for. I am sure if I had opted for one of the more expensive models it would have been a better product. Standard Collar ID Plate Placement:

To ensure a perfect fit, measure your dog's neck before you order. These collars are measured from the middle of the buckle to the 4th adjustment hole. This allows adjustment of 2" smaller or 3" larger. There is no need to add inches to the actual measurement of your dog's neck - the size of the dog's neck is the collar size needed.
Puppy collar - Perfect for training your puppy to wear a collar and to provide identification. The collar strap is a lightweight, single ply, flat, 3/4" wide nylon. Hardware consists of heavy gauge welded, nickel plated rings, a nickel plated flat profile K-9 buckle. Order your collar to fit in the smallest hole to provide growing room. For example, a young puppy with a neck size of approximately 9" should start with a 10" neck size collar. We recommend that you check the fit on young puppies at least once a week due to rapid growth.
